The compassion of Numerical Taxonomy and Morris Method in Evaluating The Extent of the Success of the Rural Guiding plan. -

Abstract
There are different models that evaluate and measure the function of different projects and can be used in various aspects of ranking, grading evaluating and so on. In this study, it has been tried to compare the function of Morris and Numerical Taxonomy models .In this comparison 28 villages of Bonab in East Azerbaijan province have been taken as a case study and different indices such as cultural, structural economical, educational aspects were studied by using the two above-mentioned models. Almost the same results were obtained in this study. Both the Taxonomy and Morris models yield the same results about the number of the developed villages (17 ones, 60.7 percent), the semi developed villages (5 villages, 17.85 percent) and under-developed villages (6 ones, 21.42 percent) but some of the villages have given their place in the interest of other ones in taxonomy model to Morris model from ranking point of view. In a way that the ranking of the villages are the same in both modals up to the rank 4 but in the middle levels, the rank changes from taxonomy to Morris , for instance Zavosht, which enjoys the rank 5 in Taxonomy, is in rank 6 in Morris model and it is replaced by Akhond Gheshlsagh or Tazeh kand , which holds the rank 7 in Taxonomy , has gained rank 13 in Morris ranking . Introduction
The reality is that it is a long time that different projects are being prepared and implemented in order to organize and optimize the human residences. In some cases there is not enough information about the extent of their success or failure and no feedback is given and it's reason is related to the fact that there are not accurate and exact models to evaluators and they can't take up the task of evaluating completely and in most cases the best is not done to use the existent models. Anyway, getting information in this regard involves a lot of attempts and costly expenses and a great deal of scientific work, enjoying the adequate and necessary attention. (Joumeh puor 2006, p: 176), since different strategies are taken in preparing and performing the village projects from the consultant engineers (Asayesh 2007, p: 181).
One of the fields which have rarely been successful in finding the extent of success or failure is the assessment and evaluation of the success of the function of the rural guiding plans which are prepared and conducted in Iran for long years after the victory of Islamic Revolution and have involved a huge organization to themselves. But there is no accurate and exact study about the extent of the success of these projects. Of course the regions could have been studied locally all over the country. But some limited thesis and the book has been published by the housing foundation by the title assessment of the results of performing rural guiding plan (RGP) should not be ignored (Deputy of development of the housing foundation 2009)

In this study, it has been tried to use the two models of Morris and Numerical Taxonomy in the assessment of the extent of the success of rural guiding plan and in addition to comparing the results of these two models, the extent of the success of these plans is evaluated in the villages of Bonab in East Azerbaijan province. It must be mentioned that these two models are used to determine the degree of the development of the regions but if a relationship is established between the development and conducting or not conducting of guiding plan, evaluation of the extent of the success of the plan can be done. (Haji Ali Zadeh 2010 p: 84)
All of these comparisons and models are to achieve development, so that success can be attained in reducing injustice and eradication of poetry, and some fundamental changes in the social structure and etc are done in the multidimensional development process. (Asayesh 2001, p: 8) and the increasing trend of uncontrolled migration and evacuations of the villages can be harnessed. (Reshno 2005, p: 66)

The scope of study
Bonab is one of the 19 towns of east Azerbaijan located in the western side of Maragheh and in the south of Ormiye lake and located in the south western part of the province. This town borders Maragheh in north and east and reaches Ormiye lake from west and north west and West Azerbaijan and borders Malekan and West Azerbaijan from the south. Bonab is about 79 square kilometer and is situated between 36' 54'' to 37' and 10'' of northern latitude and 45' and 30'' to 46' eastern longitude. (Haji Ali Zadeh 2010, p: 25)

According to the latest state divisions, Bonab has one central part and three rural districts and one urban area and 28 residence areas. (Housing census in 2006)

Research method
To compare the two methods of Numerical Taxonomy and Morris in evaluating the extent of the success of the guiding plan in this study it has been tried to collect the necessary criteria by documental method by choosing the statistical society of the villages of Bonab and do the necessary analysis with the two above mentioned model with regard to the approved goals in the rural guiding plans. The data and information have been gathered from Housing Foundation, Management and Planning of East Azerbaijan and Iran statistic center.

Introducing Numerical Taxonomy Method
Numerical Taxonomy Method is one of the common methods to rank and evaluate the extent of development and extent of different activities. It is useful for this study since by the determining the extent of the development of the village. We can find out the extent of success of the rural guiding plan Taxonomy analysis has the capacities which enable it to do two action along each other.

First it should divide the set under-study on the basis of the given indices to identical sub division and then rank the elements and members of each indented set. Almost model has been know as the model in regional planning which has various and large uses.

One of the limitations of the Numerical Taxonomy analysis method is that the data type which should be determined is highly dependent on the goal of the studies anal also the amount of the information has a remarkable effect on the quality of ranking in a way that the more information the more exact and fair the ranking on the other hand numerical taxonomy analysis considers all the indices of the same importance and it lacks the quality of giving importance to one index .If one wants to give importance and weight to one index , that index must be put in with high importance and weight just from the beginning . (Lotf Ali Azeri 2011)

Numerical Taxonomy analysis was first suggested by M . Adamson in 1763 but it took a long time till in the early 1950s some of the Polish mathematician is understood is importance and developed and expanded this theory. (Asayesh , Estelaj 2003p:154 ) then this method was introduced as an instrument to rank and determine the degree of different international development in UNISCO by professor Zebyenant from economy high school of Wroclaw , and has been used as a well known model up to now. And recently it has been used to determine the priorities and ranking the other large economical activities and other sectors such as industry agriculture and regional studies. (Lotf Ali Azeri 2011)
